This new series of events will bring together Senior Accredited Specialists and Accredited Specialists in Data and Digital Economy Law to engage in high-level discussions on the latest hot-button issues in the constantly evolving area of law and technology.

The purpose is to engage the audience in the discussion of these issues and for them to consider how these will affect their organisation and the industry at large. The audience are invited to actively participate by posing questions and engaging with the panel in discourse.

It is not an exaggeration to say that generative AI systems have taken the world by storm, and that their advent has supercharged global discourse on AI ethics, governance and regulation. Beyond regulating AI systems, governments, policymakers, regulators, practitioners and academics are also now confronting broader questions about the impact of AI on society at large, such as the impact of AI on jobs, inequality, societal trust and geopolitical rivalry.

 

Yet, how much about generative AI is truly game-changing, and how much is just heat and noise? Are our legal systems and regulatory frameworks still fit for purpose or are they in danger of being overrun? Is an incremental approach to regulating AI systems still appropriate, or is wholesale change needed?

 

This event, helmed by key legal stakeholders and Accredited Specialists and Senior Accredited Specialists in Data and Digital Economy Law, aims to take a serious deep-dive into questions posed by the rise of generative AI. It seeks to elicit thoughtful questions — and while definitive answers are not expected, the discussion hopes to cut through some of the noise, clarify thinking, and identify concrete and pragmatic approaches forward.

 

We expect the session to cover:

  • Legal issues posed by generative AI systems from practitioners’ perspectives;
  • Whether regulatory frameworks presently relevant to AI systems (e.g. laws on data protection, privacy, cybersecurity, content moderation, and online harms) remain relevant and fit-for-purpose, or is there a need for introduce new AI-specific regulations; and
  • What can Singapore do to address the impact of AI on larger societal questions, such as jobs and employment, education, manipulation and trust.

Mr Josh Lee Kok Thong

Managing Director, Asia-Pacific, Future of Privacy Forum

 

Josh is deeply passionate in the issues at the intersection of law, policy and technology, and is a changemaker in the spheres of the law of tech, and the tech of law.

As a legal architect that hopes to re-shape relationships disrupted by technology, Josh is the Managing Director, Asia-Pacific of the Future of Privacy Forum. He leads a team furthering FPF’s mission of advancing data protection best practices and the trusted development and use of emerging technologies in the region.

Josh received his LL.M. from the University of California, Berkeley, School of Law in 2022, where he was named to the Dean’s List for academic achievement. Josh was also a Richard Buxbaum International Graduate Fellow and a White & Case Kathryn Aguirre Worth Scholar. Josh also served as the LL.M. Editor of the Berkeley Technology Law Journal and co-founded B-LIT, Berkeley’s first legal innovation student organisation.

Before postgraduate studies, Josh served for half a decade in the Singapore Government. More recently, he was the Legal Policy Manager for Artificial Intelligence (AI) Governance in Singapore’s Personal Data Protection Commission, where he managed Singapore’s overall AI governance policies. Before that, Josh was an Assistant Director for Legal Policy in the Ministry of Law, where he drove criminal and civil legislative reform, particularly in technology and online harms. He also practiced as an international arbitration lawyer in a large Singaporean law firm.

As a driver of the tech of law, Josh is the Director of the Asia-Pacific Legal Innovation and Technology Association, a pan-regional industry platform driving legal innovation and technology initiatives in the region. Josh also co-founded LawTech.Asia and etpl.asia, organizations that advance thought leadership on law and technology in Asia. In 2019, Josh was identified by Asia Law Portal as one of Asia’s Top 30 Persons to Watch in the business of law.

In addition, Josh is a member of Singapore’s Law Reform Subcommittee for Robotics and AI, where he authored a law reform report on “Criminal Liability, Robots and AI Systems”. Josh was also a chapter co-author of Law and Technology in Singapore, which was edited by Professor Simon Chesterman, Professor Goh Yihan, and Judge of Appeal Andrew Phang. Given his keen interest in new technologies like AI and its potential impacts on society and governance, Josh is also a voting member of the IEEE P2863 Working Group on Organisational Governance of AI Systems, and holds research roles in the National University of Singapore and the Singapore Management University.

Professor Simon Chesterman

David Marshall Professor and Vice Provost (Educational Innovation), NUS

 

Simon Chesterman is David Marshall Professor and Vice Provost (Educational Innovation) at the National University of Singapore, where he is also the founding Dean of NUS College. He serves as Senior Director of AI Governance at AI Singapore and Editor of the Asian Journal of International Law.
Previously, he was Dean of NUS Law from 2012 to 2022 and Co‐President of the Law Schools Global League from 2021 to 2023.
Educated in Melbourne, Beijing, Amsterdam, and Oxford, Professor Chesterman’steaching experience includes periods at the Universities of Melbourne, Oxford, Southampton, Columbia, and Sciences Po. From 2006‐2011, he was Global Professor and Director of the New York University School of Law Singapore Programme. Prior to joining NYU, he was a Senior Associate at the International Peace Academy and Director of UN Relations at the International Crisis Group in New York. He has also worked for the UN Office for the Coordination of Humanitarian Affairs in Yugoslavia and interned at the International Criminal Tribunal for Rwanda.

Professor Chesterman is the author or editor of more than twenty books, including We, the Robots? Regulating Artificial Intelligence and the Limits of the Law (CUP, 2021); One Nation Under Surveillance (OUP, 2011); You, the People (OUP, 2004); and Just War or Just Peace? (OUP, 2001). He is a recognized authority on international law, whose work has opened up new areas of research on conceptions of public authority — including the rules and institutions of global governance, state‐building and post‐conflict reconstruction, the changing role of intelligence agencies, and the emerging role of artificial intelligence and big data. He also writes on legal education and higher education more generally, and is the author of five novels including the Raising Arcadia trilogy and Artifice.

Associate Professor Warren B Chik

Warren Chik is an Associate Professor with the Yong Pung How School of Law at Singapore Management University. He is also the Deputy Director of the Centre for Artificial Intelligence and Data Governance. Warren researches, writes and teaches primarily in the areas of infocomm technology law, Internet intermediaries law, privacy and data protection. He also leads the business law module for the University. 

 

He graduated from NUS Law School in 1996 and has Masters degrees from UCL (UK) and Tulane (US) with specialisations in comparative and international law. Warren practiced in criminal and international law with the AGC criminal and international divisions before joining Academia. 

 

He also passed the bar in Singapore, the UK and New York. Warren is the co-author of Information and Communications Technology Law in Singapore (Academy Publishing, 2020) which is the first textbook on the subject in Singapore and has published many articles in the area in reputable local and international journals including the Singapore Academy of Law Journal, Computer Law & Security Review and the International Journal of Law & Technology.

Mr Laurence Liew

Director, AI Innovation,

AI Singapore

 

Laurence Liew is the Director for AI Innovation at AI Singapore. He drives the 100E program to co-create Ai solutions with local enterprises and the AI Apprenticeship Programme, which helps Singaporeans develop real-world AI engineering skills to become AI Engineers. A serial technopreneur with extensive experience in HPC, Cloud and AI, he has built and operated several pioneering platforms and solutions in these domains and led teams that IBM and Microsoft acquired. He is also a Singapore representative at the Global Partnership in AI (GPAI) and the Innovation and Commercialisation Working Group Co-Chair. He graduated from NUS with a First Class Honours in Engineering and a Master in Knowledge Engineering.

Mr Kenneth Lim

Having spent time on the inside of law firms, a regulator, a digital start-up, a century-old MNC, and several Web3 DAOs, Kenneth is intimately familiar with what makes people and businesses tick… and the extent to which technological tools (and prevailing laws) influence such decisions.

A tech (in-house) counsel by day, he spends his nights pondering imponderable mysteries such as “why are century eggs named such?” and “why are there so few good cheeseburgers/hotdogs in SG?”

 

Mr David Low

Director (Legal), Smart Nation and Digital Government Office

 

David is Director (Legal) at Singapore’s Smart Nation and Digital Government Office (SNDGO), where he provides legal advice on issues relating to technology, media, and telecommunications law, and in particular on Singapore’s Smart Nation and digital government initiatives. He also serves as one of the Vice-Chairpersons of the Singapore Legal Service’s Technology Law Cluster, a community of public sector lawyers developing expertise in technology law in order to bridge law, technology, and policy, so as to help the Singapore Government address its fast-evolving technology needs and chart Singapore’s digital future. Prior to taking up his current appointment at SNDGO, David spent 16 years in the Attorney-General’s Chambers (AGC), serving various stints in AGC’s Criminal Justice, State Prosecution, International Affairs, and Civil Divisions, where his work spanned a wide range of domestic and international law issues, and included representing the Singapore Government in domestic and international litigation, as well as at bilateral and multilateral negotiations at various international fora.

Mr Rajesh Sreenivasan

Mr Bryan Tan

Bryan Tan is a partner at Reed Smith and a Senior Accredited Specialist in Data and Digital Economy Law.

Lionel is a Partner in Rajah & Tann Singapore LLP.  He has a keen interest in the field of Information Technology Law, with special emphasis on the developing area of litigation practice in the Information Technology arena. He has been involved in cases dealing with Internet defamation, Internet fraud, on-line security breaches, trade secrets and misappropriation of confidential information, telecommunication regulatory issues and software implementation and website development disputes. He advises and represents clients on intellectual property matters relating to trade mark and copyright infringements, brand protection, licensing and franchising issues. He also advises clients on compliance measures in relation to the Personal Data Protection Act (PDPA).  He is President of the Licensing Executives Society (Singapore). Lionel graduated from the University of Hull, United Kingdom in 1992 with a Second Upper degree in Law.  He was awarded the Sweet & Maxwell Law Prize for that year. Dr Pavandip Singh Wasan

Pavan is currently the Director of the AI Programme Office at IMDA, where he works closely with a team of AI scientists, engineers and platform specialists to develop AI assets for industry. As a major proponent of data driven decision making, he has been working on such endeavours for over 20 years. Prior to joining IMDA, Pavan was the Head of Data Science (APAC) at McLaren Applied and has worked in a wide range of organisation types, including start up, MNC, Research Institute, and as well, in Defence Science. Over his career, Pavan has had the opportunity to be part of and lead teams of scientists and engineers from the region and beyond, while working closely with clients towards the delivery of professional services and products on local and globally distributed projects in healthcare, human performance, public transport, and mining.

 

Ms Denise Wong

Deputy Commissioner, Personal Data Protection Commission

 

Ms Denise Wong is currently Deputy Commissioner of PDPC - Designate. She will formally assume the role of Deputy Commissioner of PDPC from 1 July 2023. Prior to this, Denise was the Cluster Director of the Strategic Policy and Operations Cluster, where she led the legislative amendments to tackle online harms on social media, and oversaw teams that regulate misinformation and scams. Earlier in her career, Denise was a Justices’ Law Clerk and Assistant Registrar at the Supreme Court before joining the Attorney-General’s Chambers Civil Division as State Counsel.
