The SAL Annual Review of 2024 Cases on Criminal Procedure, Evidence, and Sentencing will feature presentations by authors Ms Norine Tan and Ms Goh Qi Shuen, both Deputy Public Prosecutors from the Attorney-General's Chambers. They will review significant cases from 2024 as well as some key cases from 2023, offering a comprehensive look at the latest developments in criminal procedure, evidence, and sentencing.

The presenters will delve into landmark rulings that highlight evolving trends in criminal law, shedding light on how courts are interpreting and applying legal principles in these areas. They will explore the broader implications of these cases for legal practitioners, law enforcement, and the judicial system, addressing how recent decisions may influence future criminal litigation and sentencing practices in Singapore.

Ms Norine Tan
Deputy Public Prosecutor, Attorney-General’s Chambers

 

Norine Tan is a Deputy Public Prosecutor in the Attorney-General’s Chambers. She graduated from University College London and was previously a Justices’ Law Clerk and an Assistant Registrar in the Supreme Court of Singapore.

 

This is the third year that Norine is co-authoring the SAL Annual Review chapter on Criminal Procedure, Evidence and Sentencing. She has been involved in key developments across these three areas, in particular sentencing – where she has assisted on the work of the Sentencing Advisory Panel and has handled several cases where the court set out sentencing frameworks.

Ms Goh Qi Shuen
Deputy Public Prosecutor, Attorney-General’s Chambers


Goh Qi Shuen is a Deputy Public Prosecutor in the Attorney-General’s Chambers. In this capacity, she assists in the prosecution of criminal cases in the Supreme Court of Singapore and the State Courts as well as provides legal advice to Government agencies.

 

She graduated from University College London with first class honours, and is headed to the US for further studies in the second half of 2025. She has been the co-author of this SAL Annual Review chapter for the past 2 years.
