This seminar marks the release of the second edition of Law and Technology in Singapore, offering a timely exploration of how emerging technologies are reshaping legal practice and frameworks in Singapore. The authors will provide an overview of how technology intersects with various areas of Singapore law, examine current legal practices, and explore future developments.

Mr Simon Chesterman is David Marshall Professor and Vice Provost (Educational Innovation) at the National University of Singapore, where he is also the founding Dean of NUS College. He serves as Senior Director of AI Governance at AI Singapore and Editor of the Asian Journal of International Law. Previously, he was Dean of NUS Law from 2012 to 2022 and Co-President of the Law Schools Global League from 2021 to 2023.
Educated in Melbourne, Beijing, Amsterdam, and Oxford, Professor Chesterman’s teaching experience includes periods at the Universities of Melbourne, Oxford, Southampton, Columbia, and Sciences Po. From 2006-2011, he was Global Professor and Director of the New York University School of Law Singapore Programme. Prior to joining NYU, he was a Senior Associate at the International Peace Academy and Director of UN Relations at the International Crisis Group in New York. He has also worked for the UN Office for the Coordination of Humanitarian Affairs in Yugoslavia and interned at the International Criminal Tribunal for Rwanda.
Professor Chesterman is the author or editor of more than twenty books, including We, the Robots? Regulating Artificial Intelligence and the Limits of the Law (CUP, 2021); One Nation Under Surveillance (OUP, 2011); You, the People (OUP, 2004); and Just War or Just Peace? (OUP, 2001). He is a recognized authority on international law, whose work has opened up new areas of research on conceptions of public authority — including the rules and institutions of global governance, state-building and post-conflict reconstruction, the changing role of intelligence agencies, and the emerging role of artificial intelligence and big data. He also writes on legal education and higher education more generally, and is the author of five novels including the Raising Arcadia trilogy and Artifice. |

Deputy Attorney-General Mr Goh Yihan SC, graduated with a Bachelor of Laws (1st Class Honours) from the National University of Singapore (NUS) Faculty of Law in 2006 as the valedictorian and obtained his Master of Laws from Harvard University in 2010. Mr Goh was called to the Singapore Bar in 2011 and was appointed Senior Counsel in January 2021.
He served as a Justices’ Law Clerk and subsequently as Assistant Registrar at the Supreme Court from 2006 to 2008. Mr Goh joined the NUS Faculty of Law in 2008 and was appointed Assistant Professor in 2011. He joined the Singapore Management University (SMU) Yong Pung How School of Law in 2014 as an Associate Professor of Law and was appointed Dean in 2017. He was subsequently appointed Professor of Law in 2019. On 1 July 2022, he was appointed Judicial Commissioner of the Supreme Court. He was appointed Judge of the Supreme Court on 1 October 2023. He was appointed and assumed office as Deputy Attorney-General on 1 January 2025. |

Yip Man is a Professor of Law in the School of Law at the Singapore Management University. She graduated with an LL.B. from the National University of Singapore. After completing her pupilage and a brief stint as an associate at Allen & Gledhill LLP (Litigation and Dispute Resolution Department), she went on to obtain her B.C.L. from the University of Oxford, where she was in residence at Keble College. After completing her B.C.L. studies, she joined WongPartnership LLP (Litigation and Dispute Resolution Group (Commercial & Corporate Disputes)) as an associate, where she practised mainly in the area of international commercial arbitration. She joined Singapore Management University, School of Law in July 2010 as Assistant Professor of Law. She was the Associate Dean (Faculty Matters & Research) between January 2023 and July 2024 and prior to that, she was the Academic Director of the SMU Centre for Commercial Law in Asia (CCLA) between Jan 2021 and Dec 2022.
Her principal research interests are in equity and trusts, unjust enrichment and restitution, private international law, dispute resolution, contract law and remedies. Her work has been cited by the Singapore Court of Appeal, the Singapore High Court and the High Court of England and Wales. In recognition of her research, she was awarded the DS Lee Fellowship in 2016, the Lee Kong Chian Fellowship in 2018, 2019 and 2020, and the V3 Group Fellowship in Family Entrepreneurship. On 1 July 2023, she is appointed the V3 Group Professor in Family Entrepreneurship. She is currently a member of the International Advisory Board of Legal Studies and a member of the Editorial Board of Trust law International. |

Professor Ng-Loy Wee Loon’s main research interests lie in the field of Intellectual Property (IP) Law. At NUS Law, she teaches inter alia “International Trademark Law and Policy” and “International Copyright Law & Policy”. Amongst her academic publications is the text on Law of Intellectual Property of Singapore (3rd revised edition, 2022). Outside of the university, her involvement in the IP landscape of Singapore includes the following: member of the Board of Directors of the Intellectual Property Office of Singapore (2000-2001); member of the Board of Governors of the IP Academy (2007-2011); member of Singapore’s Copyright Tribunal (2009 –2024); member of the Singapore Domain Name Dispute Resolution Policy Panel (since 2014). |
