District Judge Joseph Yeo

Joseph Yeo is a District Judge with the Court Dispute Resolution Cluster of the State Courts. He obtained his LLB from the National University of Singapore in 1989 and started his career as a litigation lawyer with Messrs Drew & Napier. He joined Messrs Kelvin Chia & Partners in 1997 before moving to Messrs Khattar Wong & Partners to practice litigation and international arbitration. In 2007, he joined the Legal Service and was appointed as a District Judge in the State Courts.

District Judge Sheik Umar

Sheik joined the State Courts in July 2019 and has served in the Civil Registry and Civil Trial Courts before joining the Court Dispute Resolution Cluster. He graduated from NUS in 2006 and had practised as a dispute resolution lawyer in Allen & Gledhill, Rajah & Tann and Baker McKenzie.Wong & Leow before joining the State Courts. His practice focused on complex commercial and construction disputes.

District Judge Julian Chin

Julian Chin is a District Judge with the Court Dispute Resolution Cluster of the State Courts. He was called to the Bar in 1993 and practised as a civil litigator, before he was appointed as a District Judge in 1999. He left the judiciary in 2010 to pursue theological studies. He served as a youth and young adults pastor from 2014 to 2018. He was re-appointed as a District Judge and re-joined the State Court in 2019.

District Judge Carolyn Woo

Carolyn graduated from the National University of Singapore in 1999 and joined the Legal Service after a short stint in private practice, starting as an Assistant Director in the Legal Aid Bureau. Since joining the then-Subordinate Courts in 2005, she has presided over a wide range of legal issues during her postings to the Family and Juvenile Court (now Family Justice Courts) and the Civil Division of the then-Subordinate Courts. Carolyn is currently a District Judge with the State Courts’ Court Dispute Resolution Cluster, as well as the Deputy Chairman of the Ministry of Finance Valuation Review Board and hears appeals in property tax matters. She is also a SMC accredited mediator and a certified SIMI mediator.
